Led by the Chief Prosecutor, the team is responsible for prosecution activities for all of Shandong Province, the second most populous province in China with over 100 million people.

The delegation was trained by Northumbria experts, Senior Lecturers Adam Jackson and Gemma Davies, who are both qualified barristers. They investigated all stages of criminal prosecutions in England and Wales, including the role of the Crown Prosecution Service, the court system, the legal profession and other related agencies. As part of the process they visited the Crown Court at Newcastle Combined Court Centre, Newcastle Magistrates' Court and received a presentation from a senior Northumbria Police Detective with a view to learning lessons from an adversarial common law system that can be applied back in the Chinese legal system. The training involved analysis of safeguards for suspects in police stations and due process and human rights guarantees for those charged with criminal offences.
