Outputs and Findings
The Delphi studies carried out to investigate each of the three project facets (people, processes, and technology), though differing somewhat in details, followed the same path.
Each was carried out over the course of a minimum of four rounds of questions or issues for discussion, presented mostly in the form of word-processed questionnaires but at times as web-based survey questionnaires. The studies consisted of the following elements:
• one or more rounds to refine and discuss the issues arising
from the Systematic Literature Review (SLR);
• a round where the issues were ranked in order of importance / urgency;
• one or more rounds to propose and discuss solutions to the issues as refined in the previous rounds;
• a round to evaluate the solutions according to certain set criteria, involving either a wider audience (People facet) or the Delphi participants alone (Process and Technology facets).
