I graduated in General Practice Surveying from Newcastle Polytechnic
(Northumbria's previous title) in 1979. This was followed by a four-year
stint in Durham District Valuers Office, undertaking statutory valuations
and property management, and also gaining my 'letters' from the RICS. I
returned to academia in 1983 in both a teaching and research capacity. In
1990 I gained my doctorate in planning law and development control and in
1992 a post qualification diploma in building conservation from the
RICS/College of Estate Management (Reading). Between 1998 and 2000 I was
seconded to the Cultural Heritage Department of the Council of Europe to
co-ordinate a group of experts concerning legal reform in the field of
cultural heritage and its interaction with planning systems.
Since 1992 my teaching work has mainly been in the fields of building and
urban conservation, environmental management and town and country planning.
My research work has concentrated on legal and policy reform in the
heritage sphere and associated financial support mechanisms and has
included three research awards from the RICS and a number of research and
consultancy contracts for the Council of Europe including a Regional
Project for South East Europe (2003 - 2009) and, commencing in 2008, a
Regional Project for the Caucasus and Black Sea Countries (The “Kyiv
Initiative”) concentrating on Pilot Projects on Cultural Heritage in
Historic Towns.
I have carried out research in USA, Canada, Western Europe and in the
emerging countries of Eastern Europe including Albania, Armenia, Bosnia and
Herzegovina, Bulgaria, Estonia, Georgia, Kosovo, Latvia, Macedonia,
Montenegro, Serbia, Slovakia and Ukraine. I have a number of
publications including books and journal papers and have edited books and
international conference proceedings.
I am member of four RICS Professional Groups: Building Surveying,
Environment, Planning and Development and Valuation and. In 1998 I extended
my professional membership to the Institute of Historic Building
Conservation.
